E-invoicing in Morocco: what is actually confirmed

Electronic invoicing is the single biggest driver of ERP projects in Morocco right now, and the subject with the most misinformation around it. Here is our position, which is also how we work:

  • What is confirmed: the obligation rests on article 145-IX of the General Tax Code. The model is prior validation (*clearance*) by the DGI, using structured UBL 2.1 and CII formats, with the ICE identifier mandatory for both issuer and recipient, a B2B before B2C rollout, and a free portal for very small and small businesses.
  • What is not: as things stand, the implementing decree has not been published in the Bulletin Officiel. The rollout calendars by company size, the revenue thresholds, and the specific penalties you see circulating come from no official text.
  • What we do about it: we do not sell urgency built on invented dates. We configure your Odoo to be structurally ready: ICE propagated across all partners, sequential tamper-proof numbering, complete invoice data exportable to UBL/CII, and a reliable audit trail, so that connecting to the DGI platform is a technical formality on the day the decree lands, whatever deadline it sets.
  • Why it matters: an ERP project budgeted against an invented date is fragile in both directions. You can over-invest in a false emergency, or fall behind a deadline that arrives sooner than expected. A properly structured system protects you from both.

Odoo does not ship compliant: configuration by an integrator is what gets it there. We set up PCGE, the CNSS, CIMR, AMO, and IR scales, VAT, corporate tax, and withholding declarations, form 9421 and Damancom export, plus the invoice data structuring needed to connect to the DGI platform.

Is my company required to move to electronic invoicing in 2026?
